On 11th July 2023, the 50th meeting of the GST Council was chaired by Nirmala Sitaraman, the Union Finance Minister, at Vigyan Bhawan in New Delhi. The attendees included Sanjay Malhotra, the Revenue Secretary, and Vivek Johri, the CBIC chairman. 

During this meeting, it was emphasized that the generation of E-invoices is obligatory for registered individuals who exceed the prescribed threshold limit. 

Rule 48(4) of the Central Goods and Services Tax (CGST) Rules, 2017 mandates the issuance of E-invoices for supplies made to Government Departments or establishments, Government agencies, local authorities, PSUs, etc., which are registered solely for the purpose of Tax Deduction at Source (TDS).

The purpose of generating e-invoices for supplies to government departments is specifically for Tax Deduction at Source (TDS). In the Goods and Services Tax (GST) system, the generation of e-invoices holds significant importance for compliance among certain businesses. 

The GST Council of India has introduced the e-invoicing system to streamline and digitize creating invoices, ensuring uniformity and facilitating reporting and taxation requirements.

It is necessary to create these e-invoices utilizing the standardized format called the 'GST e-invoice schema' and then submit them to the government's designated Invoice Registration Portal (IRP).

 

Following are the steps to generate an e-invoice GST

The first step is to prepare the GST e-invoice: The businesses are required to prepare a format of GST e-invoice which must contain all the major details such as supplier and recipient details, product descriptions, prices, taxes, quantities & other related necessary stuff.

The second step is to generate an invoice reference number: When you upload the details prepared in the GST e-invoice on the invoice registration portal (IRP), rectified and then you are provided with an IRN number as well as a digital signature. 

The Third step is a digital signature and QR code: The Invoice Registration Portal (IRP) will add a digital signature to the end of the e-invoice and incorporates a QR code containing all the required invoice information.

The Fourth step is sharing and reporting the E-invoice: Once the e-invoice is generated, it is shared with the recipient, providing them with access to review the invoice, including an embedded QR code for authentication purposes. Moreover, the information from the e-invoice is reported to the GST system, ensuring seamless integration with tax reporting and compliance processes.
