On Saturday, the Union Minister for Finance & Corporate Affairs, Smt. Nirmala Sitharaman presided over a review meeting with the Central Board of Indirect Taxes & Customs (CBIC).

- The meeting was attended by the Revenue Secretary, the Chairman of CBIC, and the Members of CBIC. Finance Minister Nirmala Sitharaman directed the tax authorities to implement an automated GST return scrutiny system by the following week.
- She also instructed the indirect tax department to conduct a thorough examination of the various types of cases in order to strengthen the fight against counterfeit billing and fraudulent input tax credit under the Goods and Services Tax (GST) framework, as well as to implement measures to expand the number of taxpayers.
- The indirect tax revenue for the financial year 2022-23 amounted to Rs 13.82 lakh crore, which was a bit above from the previous year's Rs 12.89 lakh crore. However, it was lower than the revised guessed of Rs 13.85 lakh crore for the Financial year-23.
- The Finance Minister instructed the CBIC to introduce an automated GST return scrutiny system by the following week and to develop an action plan that utilizes technology to expand the taxpayer base.
- According to a statement from the Finance Ministry, Finance Minister Smt. Sitharaman requested that the CBIC conduct a thorough root cause analysis by studying the various types of cases that have already been identified in order to enhance their efforts against fraudulent billing and Input Tax Credit (ITC). She also instructed them to propose technology-based solutions to address the issue and prevent it from happening in the future.
- Tax authorities are increasingly concerned about GST evasion and fraud, and they have identified registration-linked frauds as a critical focus area for closer scrutiny in the next financial year (2023-24) to boost revenue collections. Since there are no significant GST rate adjustments expected before the general elections next year, addressing fraud is a top priority for the authorities.
- Authorities are examining state-specific information for 30-32 sectors to detect any cases of tax evasion. Additionally, the average gross monthly GST collection for the fiscal year 2022-23 was Rs 1.51 lakh crore, and for 12 consecutive months, the monthly GST revenue collections exceeded Rs 1.4 lakh crore.
- In addition, the Finance Minister stressed the importance of consistently enhancing taxpayer services. Sitharaman urged for interactions to be held between members of the trade and industry, who are part of the GST ecosystem, to learn about their concerns and suggestions to systematically identify and resolve issues related to grievance redressal in each zone.
- The Ministry stated that she directed the implementation of a system to gather feedback on resolved grievances to improve the quality of redressal. The comprehensive review encompassed a range of work areas, such as trade facilitation, taxpayer services, grievance redressal for the trade, the resolution of disciplinary cases, and infrastructure projects.
